City Hall, standing on the south bank of the River Thames above Tower Bridge, was designed by Norman Foster Associates to house the Greater London Authority – which consists of the London Mayor, his appointed cabinet and a separately elected London Assembly. Its unusual shape is born of the ability to pull a sphere into different shapes with animation software.
